2025年，广东坚持以习近平新时代中国特色社会主义思想为指导，全面贯彻落实党的二十大和二十届历次全会精神，深入学习贯彻习近平总书记关于知识产权工作的重要论述和视察广东重要讲话、重要指示精神，按照省委、省政府和国家知识产权局工作部署，统筹推进知识产权保护工作，全面构建“严保护、大保护、快保护、同保护”工作格局，纵深推进知识产权强国先行示范省和国际一流湾区知识产权强省建设，取得了显著成效。广东区域创新综合能力和知识产权地区发展指数分别连续9年和13年居全国首位，“深圳—香港—广州”创新集群首次跃居全球创新百强榜榜首，全省高价值发明专利拥有量、PCT国际专利申请量、有效注册商标量等关键指标均居全国首位，有力服务我省经济高质量发展。

一、强化统筹引领，知识产权治理体系更加完善

加强统筹部署。广东省委、省政府高度重视，将知识产权保护纳入重要议事日程，知识产权“十五五”规划作为省政府重点专项规划。省政府与国家知识产权局持续深化部省共建，联合印发实施《共建国际一流湾区知识产权强省2025—2026年工作要点》，共同推进粤港澳大湾区知识产权保护高地建设。省政府召开在粤外资企业知识产权保护工作专题研究会，对知识产权相关工作作出具体要求。省知识产权战略实施工作联席会议办公室印发《广东省知识产权强省建设和“十四五”规划实施2025年度推进计划》，部署知识产权强省建设年度重点任务和工作措施。

夯实法治保障。持续宣贯《广东省知识产权保护条例》《广东省版权条例》《广东省地理标志条例》等地方性法规，修正《广东省专利条例》。省法院出台《关于以高质量知识产权审判工作促进人工智能科技创新和产业发展的意见》，为人工智能科技企业提供稳定、透明、可预期的创新法治环境。

推进试点示范。深化广州市、深圳市国家知识产权保护高地建设，广州、深圳7个案例入选第一批重点城市（地区）知识产权保护改革实践优秀案例。全省累计获批10个国家知识产权强国建设试点示范城市、21个试点示范县、8个试点示范园区，累计建设8个特色型知识产权强市。积极推进数据知识产权地方试点。深化实施“黄金内湾商业秘密保护创新工程”三年行动计划，全省共有5个全国商业秘密保护创新试点地区，24个“黄金内湾商业秘密保护创新工程”先行区，1200多个各类基层服务点或工作站。“广东省深圳市构建立体化海外维权工作格局，护航企业扬帆出海”“中国科学院深圳先进技术研究院构建‘成果超市’，驱动知识产权高效转移转化”等2项经验入选知识产权强国建设第四批典型案例。

提升综合实力。2025年，全省新增高价值发明专利4.32万件，累计达41.09万件；新增PCT国际专利申请2.70万件，累计达33.16万件；新增商标注册70.99万件，有效注册商标量累计达955.52万件，均居全国首位。第二十五届中国专利奖广东共获奖226项，其中金奖12项、银奖21项、优秀奖193项，均居全国首位。全省全年著作权登记总量37.59万件，其中一般作品登记4.84万件；计算机软件著作权登记32.75万件，占全国计算机软件著作权登记总量的10%，居全国首位。全省农业植物新品种权申请量新增562件，累计4134件；获农业植物新品种授权新增317件，累计1659件；获林业植物新品种授权新增4件，累计384件。新获批地理标志产品4个，全省累计获批地理标志产品226个。

二、坚持严格公正，知识产权司法保护全面加强

充分发挥知识产权审判职能作用。2025年，全省法院新收各类知识产权案件12.08万件，同比增长44.99%；审结11.53万件，同比增长30.33%；审限内结案率90.75%，同比提升2.74个百分点；平均结案时间85.62天，同比缩短6.33天；大力开展纠纷矛盾实质化解工作，调撤案件70520件，调撤率62.34%，同比上升1.61个百分点，创近10年新高；审判质效总体提升，办案效果持续向好。加强涉外知识产权审判工作，新收涉外知识产权案件3106件，审结2611件，分别同比上升82.17%、51.80%，妥善审结一系列在全国有重大影响力的涉外知识产权纠纷，促成两家大型科技企业达成全球一揽子相互许可。成立全国首个知识产权法院派出法庭——南沙法庭，专属管辖辖区内涉外涉港澳台知识产权案件，打造粤港澳三地司法规则衔接、知识产权司法保护示范地。全省法院精品案例工程成果丰硕，1案入选2024年人民法院知识产权典型案例，8案入选中国法院2024年度案例，多案入选人民法院专题典型案例。

持续加强知识产权检察保护力度。2025年，全省检察机关持续加大侵犯知识产权犯罪打击力度，共办理涉知识产权案件4800件，批捕侵犯知识产权犯罪案件1446件2198人，同比分别上升10.3%、13.5%；起诉1753件3095人，同比分别下降5.3%、6.9%。持续推进涉知识产权犯罪刑事诉讼监督，监督立案、撤案15件；受理涉知识产权民事检察监督案件148件；受理民事审判违法监督及执行活动监督案件65件；受理公益诉讼线索13件，立案8件，有效提升司法公信力。构建“KTV被诉侵犯著作权批量恶意诉讼法律监督模型”，被最高人民检察院向全国推广。

严厉打击侵犯知识产权犯罪。全省公安机关深入开展“昆仑”“安芯”专项行动，严厉打击侵犯知识产权和制售伪劣商品犯罪。2025年，全省公安机关共侦破知识产权刑事案件2218起，同比上升9.86%，知识产权犯罪刑事案件侦办质量持续提升。省、市公安机关联合市场监管部门侦破“12•7”特大制售假冒品牌机油案，捣毁窝点17个，有力震慑了制售假冒伪劣机油犯罪活动，切实保障人民群众生产生活安全。

三、加强监管执法，知识产权行政保护质效齐升

加大知识产权行政执法力度。全省市场监管系统深入推进“守护知识产权”专项执法行动、2025年地理标志保护专项行动、2025民生领域案件查办“铁拳出稽守护南粤”行动，查处知识产权案件3989件，案值10329.34万元，移送司法机关186件，有力震慑知识产权侵权违法行为。1案入选商标行政执法典型案例，3案入选政企面对面活动典型案例，3案入选国家知识产权局知识产权行政保护典型案例。

持续加强专利纠纷行政裁决。推进专利侵权纠纷行政裁决规范化建设，全省办理专利侵权纠纷行政裁决案件1344宗。率先探索省级专利侵权纠纷“委托裁决”工作，成功化解省内大型通讯企业标准必要专利纠纷。健全知识产权侵权判定咨询和技术调查双支撑机制，46名专家新入选第二批广东省知识产权行政保护技术调查官名录。

强化版权行政执法实效。省版权局联合省委网信办、省公安厅、省文化和旅游厅等单位开展打击网络侵权盗版集中办案行动、打击院线电影盗录传播集中行动、“剑网2025”和“青少年版权保护季”等专项行动，全省共出动执法人员26956人次，检查场所8968家，巡查网站2452家，查办案件383宗，有效维护网络版权秩序。开展软件正版化工作检查，累计检查各类单位205家、计算机104944台，有力提升全省软件正版化工作水平。

加强植物新品种保护。全省林业系统持续深入开展打击侵犯林业植物新品种权专项行动，对283家苗木花卉生产经营企业及繁殖场所进行专项检查。全省农业农村部门加强农作物品种全链条管理与知识产权保护，组织对种子生产基地、企业和市场开展检查，开展农资打假保春耕专项行动，查办违法案件2663宗，行政处罚2931.28万元，从严查处违法行为。

 提升文旅市场执法水平。全省文旅系统检查经营主体5.79万家次，办结案件1706宗，其中3案获评2024—2025年度全国文化市场综合执法重大案件，有效震慑违法违规行为，推动文化市场秩序持续向好。

加强知识产权海关保护。海关总署广东分署积极落实海关总署“龙腾行动2025”部署，持续强化知识产权保护，2025年，省内海关共查扣涉嫌侵权货物1531万件，案值人民币1.5亿元。联合香港、澳门海关共同开展3次粤港澳海关保护知识产权联合执法行动，期间粤方查获涉嫌侵权货物1664批次，数量305.3万件，有效打击进出口侵权违法行为。

强化重大活动知识产权保护。省市场监管局（知识产权局）、省版权局、省委网信办、省公安厅、海关总署广东分署联合组织开展十五运会和残特奥会知识产权保护专项行动。省市场监管局（知识产权局）健全广交会知识产权全链条保护机制，组织专家进驻第137、138届广交会开展知识产权保护工作，高效处理专利、商标等纠纷822件。省贸促会设立广交会商事法律服务公益展台，提供知识产权保护、国际商事调解等国际商事法律服务。检察机关在琶洲会展与数字经济知识产权保护中心设立“知识产权检察服务站”，派驻检察官接受企业等主体咨询、举报。

护航新领域新业态知识产权发展。省市场监管局（知识产权局）持续完善数据知识产权登记审核制度体系，推动省内平台与国家知识产权局数据知识产权审查管理平台加强对接，发布实施省级地方标准《广东省数据知识产权登记审核指南》，与国家金融监督管理总局广东监管局联合印发《广东省数据知识产权价值评价指南（试行）》。全省累计接收数据知识产权登记申请5861件，颁发证书3931份。广州知识产权法院加强新领域、新业态、新模式下法律适用问题研究，承担最高人民法院重大课题“司法服务保障新质生产力研究”。广州互联网法院发布《粤港澳大湾区智能制造产业司法观察报告》，精准赋能粤港澳大湾区智能制造产业发展。

四、突出协同联动，知识产权全链条保护格局有效形成

推进跨部门跨区域知识产权保护协作。省市场监管局（知识产权局）等八部门召开知识产权保护体系建设工程交流研讨会，共同推进重点任务开展。积极参与十二省市知识产权行政保护协作，推动巩固“执法互助、监管互动、信息互联、资源互通”的良好格局。潮州市、泉州市等八地法院、知识产权局建立陶瓷产业跨省协同保护机制。省版权局召开珠三角、粤东、粤西、粤北4个片区版权区域执法协作会议，提高版权行政执法协作能力。省农业农村厅联合省法院、省检察院、省公安厅等单位加强源头监管、监督抽查和案件查办，严厉打击制售假劣农资行为。省文化和旅游厅深化东西部执法对口协作，联合北京、上海创新建立京沪粤网络文化执法协作机制，完善会商研判、快速响应、案件协查、证据互援等九项制度。省法院牵头开展知识产权保护刑民行交叉问题联合调研，联合省检察院、省发展改革委等15家单位持续落实知识产权跨部门联合信用监管机制，累计457条知识产权严重失信主体信息被纳入公共信用报告。省公安厅主动对接宣传、市场监管、文化旅游等行政执法部门，侦破一批重特大侵犯知识产权案件。

加强知识产权快速协同保护体系建设。获批建设东莞市知识产权保护中心、深圳福田（时尚设计）知识产权快速维权中心，全省累计建设17家国家级知识产权保护中心和快速维权中心。2025年全省共受理预审请求5.66万件，授权3.36万件，创新主体核心技术获权效能提速增效，有力支撑产业高质量发展。

完善知识产权纠纷多元化解机制。省法院率先建立委托行政机关、国际商事组织、国内商事组织、人民调解组织进行调解的纠纷多元化解合作机制，与世界知识产权组织（WIPO）等机构共同完善国际知识产权纠纷“一站式”解决机制，成功化解一批国内外知识产权纠纷。省知识产权保护中心与广州仲裁委签署《知识产权保护战略合作协议》。广州仲裁委联合多地市场监管局、知识产权法院等，构建“行政、司法、调解+仲裁”四位一体协同保护机制。2025年全省仲裁机构共受理知识产权仲裁案件871件，标的额15.94亿元。全省共有知识产权人民调解组织174个，其中人民调解委员会131个、调解工作室43个，共办理知识产权纠纷案件4397件。全省各国家级知识产权保护中心和快速维权中心成功调解知识产权纠纷案件2281件，涉案金额1.67亿元。

五、坚持赋能产业，知识产权转化运用提质增效

加强产业发展知识产权政策供给。持续落实《广东省科技创新条例》《广东省专利转化运用专项行动实施方案》《广东省高校和科研事业单位职务科技成果转化尽职免责认定工作指引（试行）》及存量专利盘活、重点产业强链增效等系列配套措施，全面提升科技成果转化运用效能。省市场监管局（知识产权局）制定促进专利转化28条措施，省科技厅、省教育厅、省财政厅、省卫生健康委、省市场监管局（知识产权局）等五部门制定推进职务科技成果“先用后转”改革政策措施，省检察院印发办理职务科技成果领域刑事案件工作指引，完善知识产权政策体系，切实为创新“松绑”，激发创新活力。

推动重点产业知识产权强链增效。建设智能家电、呼吸健康等领域4家国家级产业知识产权运营中心，支持建设新能源汽车、工业机器人等9个产业知识产权联盟和创新联合体，实施光芯片、低空经济等5大产业专利导航项目，开展专利密集型产品培育推广，推动产业创新资源整合共享。至2025年底，全省专利产品备案1.67万件，涉及专利8.28万件。畅通专利申请快速通道，为重点产业专利布局提供快速审查、快速确权服务。2025年面向重点产业技术领域，向国家局推荐专利优先审查3.73万件，服务全省1.67万家企业等创新主体加快专利获权。

促进知识产权价值实现。收集和发布技术需求信息超3000条、专利转化信息超12万条，举办供需对接活动300余场，构建供给端、需求端、服务端“全链式”专利成果转化新范式。2025年，全省专利转让许可总数19.64万次，居全国首位，同比增长22.72%。全面推广专利开放许可和“先用后转”，建成“先用后转成果库”，入库开放许可和“先用后转”专利3400余项，2025年，全省专利开放许可声明4124次，达成2466次，均居全国首位。

强化知识产权金融助力。开展知识产权金融生态综合试点，完善融资扶持政策，收集企业知识产权金融需求，推动金融机构为企业“量身打造”金融产品，实施“入园惠企”活动，持续优化知识产权金融服务，探索数据知识产权质押融资，推动金融助力地理标志产业发展。2025年，全省专利商标质押融资额达3982.10亿元，有效纾解中小微企业融资困难。开展知识产权证券化，累计发行证券化产品141只、规模逾230亿元。

深化创新要素协同融合。成立“粤港澳大湾区跨区域专利转化合作联盟”，建成海外专利库、海外专家库、企业需求库和投资项目库等专题数据库，上线专利1.5万件。成功举办2025高校科技成果交易会，达成交易成果1361项，成果交易额72.44亿元，举办“高校科技成果转化路演大赛”等促进粤港澳三地专利转化品牌活动。建设国家知识产权运营（深圳河套）国际转化试点平台，建成7个国家级知识产权运营交易平台及20家重点产业知识产权运营中心，形成全方位、多层次服务支撑网络。

推进知识产权赋能乡村振兴。高标准推进广东（新会）等6个国家地理标志保护示范区建设，广东（罗定）、化橘红等2个国家地理标志产品示范区顺利通过国家知识产权局验收。在全国率先实现63个农产品地理标志向地理标志保护产品全面转化，推动地理标志产品保护和地理标志统一认定工作落地见效。推进地理标志专用标志使用工作，累计2925家地理标志产品经营主体获准使用地理标志专用标志。实施“地理标志助推乡村振兴工程”，创新开展地理标志特色镇街项目建设，重点选取6个地理标志产品发展阶段不同的镇街，“一镇一策”整合知识产权、标准认证、食品检测等资源要素，打通地理标志产品种养殖、生产、流通、消费环节。

六、优化服务供给，知识产权公共服务水平加速提升

持续健全知识产权公共服务体系。推动各地市组建知识产权公共服务中心，已建成1家省级综合性机构和21家地市级机构，实现地市服务节点全覆盖；全省累计建成13家技术与创新支持中心（TISC）、6家高校国家知识产权信息服务中心、15家国家级知识产权信息公共服务网点、25家省级知识产权信息公共服务网点、22个商标业务受理窗口和7个专利代办服务站并在重点产业园区布局一批园区知识产权协同运营中心。开展知识产权公共服务惠企对接活动，全年服务对接企业21512家，参与公共服务机构达607家。

提升知识产权公共服务能力。实施知识产权公共服务助力关键核心技术攻关试点，聚焦核电新能源等技术领域，依托重点产业链制造业领军企业设立试点项目，推动建立“一对一”的“陪伴式”服务模式，助力关键核心技术“卡脖子”攻关。持续提升知识产权信息数据供给能力，完善“粤港澳知识产权大数据综合服务平台”和“欧盟商标查询系统”功能，大数据综合服务平台上线深度学习专利智能解读功能，打造全国首个接入AI应用的知识产权公共服务平台。该平台免费提供全球专利等15类知识产权数据的查询服务，为全省18个省直及地市有关单位共享数据23批次，全年累计调用量达880多万次，数据量达6900多万条。成功举办第二届广东省知识产权公共服务机构专利检索大赛。

促进知识产权服务业发展。培育建设广州开发区、深圳福田区、广州越秀区等三个国家知识产权服务业高质量集聚发展示范、试验区，数量居全国首位。强化知识产权服务业监管，开展知识产权代理机构“双随机、一公开”检查、专利商标代理信用评价管理等工作，累计检查专利代理机构156家、商标代理机构1041家，对省内1774家商标代理机构、2992位商标代理从业人员开展信用评价管理试点。

七、服务开放发展，知识产权交流合作不断深化

加强粤港、粤澳知识产权合作。累计开展粤港、粤澳合作项目455项。加强与港、澳知识产权部门协同，联合举办大湾区知识产权交易博览会暨国际地理标志产品交易博览会、高价值知识产权培育布局大赛、知识产权人才发展大会等系列品牌活动，探索形成了“人才+知识产权+项目”的落地转化新模式。在香港举办第十五届亚洲知识产权营商论坛“粤港澳大湾区分论坛”，促进知识产权跨境转化运用。打造“粤港澳青年商标品牌精品课程”，深化湾区知识产权青年人才交流。推动大湾区知识产权业务服务互融互通。持续开展香港和澳门特别行政区申请人在内地发明专利优先审查试点工作。深圳知识产权保护中心开通面向香港相关创新主体的专利快速预审服务。联合澳门经济及科技发展局在广东省内24个知识产权政务服务窗口设立“澳门特别行政区知识产权问询点”。配合香港知识产权署开通内地专利咨询邮箱。

积极开展知识产权国际交流合作。强化与世界知识产权组织交流合作，推动世界知识产权组织在中山大学成功举办知识产权暑期学校，有效促进国际知识产权领域的青年对话与理解。举办“2025年广东知识产权国际研习营”，共推知识产权协作。承办商业秘密保护国际研讨会。引进20家国外服务机构入驻知识城国际知识产权服务大厅，促成黄埔区企业和新加坡研究院落地联合实验室。选派法官赴欧洲统一专利法院等交流访问，分享我国知识产权审判领域最新实践成果。

加强企业海外知识产权合规建设。推进广东省地方标准《企业知识产权国际合规管理规范》修订与推广实施，为外向型企业提供知识产权风险诊断、合规体系建设辅导等专业化服务，指导企业建立健全海外知识产权合规管理体系。积极开展国际展会知识产权风险排查治理，健全展前风险预警、展中快速维权、展后总结复盘的全周期服务机制，为企业参展保驾护航。持续强化企业海外知识产权保护意识，2025年组织开展海外知识产权保护专题培训、政策宣讲等活动超百场，服务覆盖企业过万家次。开展“2025年广东省文化产业出海合规风险排查”活动，为企业海外知识产权保护、国际化经营风险应对等提出专业指导与对策建议。

八、厚植文化根基，知识产权人文环境持续优化

加强知识产权人才队伍建设。省市场监管局（知识产权局）强化知识产权行政保护技术调查官队伍建设，促进知识产权快速协同保护人才能力素质提升，强化海外知识产权专业人才支撑。省法院举办知识产权审判业务培训班。省检察院举办全省检察机关知识产权专题同堂培训班。省科技厅加大技术经理人培养，2025年依托2家国家技术转移人才培养基地开展培训36期，培养技术转移人才2218人次，累计培养8174人次。省卫生健康委编制发布《医院技术转移人才培养大纲》团体标准，为人才培养提供规范化指引。省版权局制定《广东省版权专家库管理办法（试行）》，建立全国首个省级版权专家库，面向全社会征集行政、司法、学术、实务类专家102名。省法院、省知识产权保护中心等开展知识产权刑民交叉案件诉讼研究、科技创新企业海外知识产权法律问题研究等，相关课题成果获评全国优秀调研成果。全省累计611人取得知识产权专业职称，其中高级职称117人。

营造浓厚知识产权文化氛围。举办“4•26知识产权宣传周”活动，发布2024年度广东知识产权“十大事件”“基层改革创新举措”以及知识产权典型案例，营造知识产权文化氛围。举办第七届广东省大学生版权知识演讲大赛，引导树立尊重版权、崇尚创新的价值理念。协助国家知识产权局组织“知识产权助力粤港澳大湾区高质量发展”媒体采风活动和新闻发布会，增强大湾区知识产权故事的传播力与影响力。“广东省出台专门的版权地方性法规《广东省版权条例》”和“广东省东莞市创新推出潮玩版权贷助力产业发展”入选第二批版权强国建设典型案例。省法院连续第16年发布《广东法院知识产权司法保护状况》白皮书，发布年度全省法院知识产权十大案件。广州知识产权法院首次评选发布服务保障新质生产力典型案例。省检察院发布广东检察机关加强知识产权综合保护工作情况及十大典型案例、服务保障发展新质生产力典型案例。省公安厅发布广东公安打击侵犯知识产权犯罪10大典型案例。省司法厅将知识产权法律法规宣传列入全省普法依法治理工作要点，组织开展知识产权法治宣传“七进”活动，进一步增强全省知识产权保护意识。

Strengtheningthelegalframework. ContinuouseffortshavebeenmadetopromoteandimplementlocalregulationssuchastheRegulationsofGuangdongProvinceonIntellectualPropertyProtection,theRegulationsofGuangdongProvinceonCopyright,andtheRegulationsofGuangdongProvinceonGeographicalIndications,whileamendingthePatentRegulationsofGuangdongProvince.TheGuangdong HighPeople’sCourtissuedtheOpinionsonPromotingAITechnological InnovationandIndustrialDevelopmentthroughHigh-QualityIPAdjudication tocreate astable,transparent,andpredictablelegalenvironmentfor innovationfor AItechnologyenterprises.

Advancingpilotanddemonstrationprojects. TheprovincedeepenedthedevelopmentofGuangzhouandShenzhen asnational hubsfor IPprotection,withsevencasesfromthesetwocities selectedasoutstandingexamplesinthefirstbatchofreformpracticesforIPprotectionin keycities(regions).Acrossthe province,atotalof10cities,21counties,and8 industrialparkshavebeenapprovedasnationalpilotanddemonstrationareasforbuildingastrongIPcountry,while 8 citieshavebeendesignatedascitieswithdistinctiveIPstrengths.TheprovinceactivelyadvancedlocalpilotprojectsfordataIP.Thethree-yearactionplanforthe“GoldenInnerBayTradeSecretProtectionInnovationProject” hasbeenfurtherimplemented.Acrosstheprovince,thereare5nationalinnovationpilotareas fortradesecretprotection,24pioneeringzonesunderthe“GoldenInnerBayTradeSecretProtectionInnovationProject”, andover1,200grassrootsservicecenters orworkstations.Twoadvancedpractices,namely“Shenzhenestablishesamulti-dimensionaloverseasrightsprotectionframeworkto support enterprisesingoingglobal” and“TheShenzhenInstitutes ofAdvancedTechnology,ChineseAcademyofSciences,creates an ‘AchievementSupermarket̕todriveefficientIPtransferandcommercialization”,havebeenselectedasmodel cases(thefourthbatch) forbuildingChinaintoanIPpowerhouse.

EnhancingcomprehensiveIPstrength.In2025,Guangdongwitnessedanadditionof 43,200high-valueinventionpatents,bringingthecumulativetotalto410,900;27,000newPCTinternationalpatentapplications werefiled,withacumulativetotalof 331,600;and 709,900newtrademarkregistrations weremade,bringingthetotalnumberofvalidregisteredtrademarks to9,555,200,allrankingfirstnationwide.Guangdongsecuredatotalof 226awards atthe25thChinaPatentAward,including12gold awards,21silver awards,and193excellenceawards,all rankingfirstnationwide.The totalannual numberofcopyrightregistrations intheprovincereached375,900,with 48,400generalworksand327,500computersoftwarecopyrights registered.Thelatteraccounted for10%ofthenationaltotalfor computersoftwarecopyrightregistrations,alsorankingfirst nationwide.Theprovincesawanincreaseof562applicationsfornewagricultural plantvarietyrights,bringingthecumulativetotal to4,134;317newauthorizationsforagriculturalplantvarietiesweregranted,withacumulative totalof1,659;and4newauthorizationsforforestryplantvarietiesweregranted,with acumulativetotalof384.Additionally,4 newgeographicalindication(GI)productswereapproved,bringing theprovince’scumulativetotalto226.

II.UpholdingStrictnessandImpartialitytoComprehensivelyStrengthenJudicialIPProtection

FullyleveragingtheroleofIPadjudication. In2025,courtsacrosstheprovinceaccepted 120,800 new IPcasesofvarioustypes,representingayear-on-yearincreaseof44.99%;theyconcluded115,300cases,upby 30.33% yearonyear.Therateofcasesclosedwithinthetrialperiodreached90.75%,anincreaseof2.74percentagepointsyearonyear;theaveragetimetocloseacasewas85.62days,areductionof6.33daysyearonyear.Theprovincevigorouslycarriedoutworktosubstantiallyresolvedisputesandconflicts,with70,520casessettledthroughmediationorwithdrawal,representingasettlement rateof62.34%,anincreaseof1.61percentagepointsyear on year,reachinganew10-yearhigh.Theoverallqualityandefficiencyofadjudicationimproved,andtheoutcomesofcasehandlingcontinuedtoenhance.Theadjudicationofforeign-relatedIPcaseswasstrengthened.Courtsaccepted 3,106newforeign-relatedIPcasesandconcluded2,611suchcases,representingyear-on-yearincreasesof82.17%and51.80%,respectively.Aseriesofforeign-relatedIPdisputeswithsignificantnationalimpactwereproperlyconcluded,andtwomajortechnologycompanieswerefacilitatedtoreach aglobalcross-licensingagreement. TheNanshaTribunal,thefirstdispatchedtribunalunder anIPcourt inChina,wasestablished toexclusivelyhandleforeign-relatedandHongKong/Macao/Taiwan-relatedIPcaseswithinitsjurisdiction,servingasamodel foraligning judicialrulesandenhancingjudicialIPprotectionacrossGuangdong,HongKong,andMacao.Theprovince’s courtsachievedfruitfulresultsincultivatingmodelcases,withonecase selectedasatypicalIPcasebythepeople’s courtsin2024,eightcasesincludedinthe2024AnnualCasesofChineseCourts,andseveralcasesfeatured as typicalcasesinspecializedtopicsbythepeople’s courts.

ContinuouslystrengtheningprocuratorialIPprotectionefforts. In2025,procuratorialorgansacrosstheprovincecontinuedtointensify theircrackdownonIP infringement crimes,handlingatotalof4,800IP-relatedcases.Theyapprovedthearrestof2,198individualsin1,446casesinvolving IPinfringementcrimes,representingyear-on-yearincreasesof10.3%and13.5%,respectively.Additionally,theyprosecuted 3,095individualsin1,753cases,with year-on-yeardecreasesof5.3%and6.9%,respectively.Procuratorialorgans continuedtoadvancecriminallitigationsupervision inIP-relatedcrimes,overseeingthefilingorwithdrawalof15cases.They accepted148civilprocuratorialsupervisioncasesrelatedtoIP and65casesinvolvingillegal supervisionof civiladjudicationandenforcementactivities.Furthermore,theyreceived 13cases forpublicinterestlitigation,with 8cases filed,therebyeffectivelyenhancingjudicialcredibility.A“legalsupervisionmodelformassmaliciouslawsuitsagainstKTVsforallegedcopyrightinfringement” wasdevelopedandpromotednationwidebytheSupremePeople’s Procuratorate.

Crackingdownoncrimesinfringingupon IPrights. Publicsecurityorgansacrosstheprovincecarriedoutin-depthspecialoperations,namely“OperationKunlun” and“OperationAnxin”,toseverely combatcrimesinvolvingIPinfringementandtheproductionandsaleofcounterfeitandsubstandard goods.In2025,publicsecurityorgansinGuangdongsolvedatotalof2,218criminalcasesrelatedto IPrights,ayear-on-yearincreaseof9.86%,withcontinuousimprovementinthequalityof investigations intoIP criminalcases.Provincialandmunicipalpublicsecurityorgans,incollaborationwithmarketregulatoryauthorities,crackedthe“12•7” majorcaseinvolvingtheproductionandsaleofcounterfeitbranded engine oil,dismantling17counterfeitingdens.Thisoperationeffectivelydeterredcrimesinvolvingtheproductionandsaleofcounterfeitandsubstandard engine oil,therebysafeguarding thesafetyofpeople’s work anddailylife.

III.StrengtheningSupervisionandLawEnforcementtoEnhance BothQualityandEfficiencyofAdministrativeIPProtection

Steppingupadministrativelawenforcementfor IP protection.Theprovincialmarketregulatorysystemadvancedspeciallawenforcementoperations,includingthe“SafeguardingIntellectualProperty” operation,the2025SpecialOperationforGeographicalIndicationProtection,andthe2025“IronFistEnforcement,SafeguardingSouthernGuangdong” operationagainstviolationsinlivelihood-relatedsectors.Atotalof3,989IPcaseswere handled,involvingacasevalueofRMB103,293,400,with186casestransferredtojudicialauthorities,effectivelydeterringIPinfringement andviolations.Onecasewasselectedasatypicalcasefor trademarkadministrativelawenforcement,threecaseswerefeaturedasexemplarycasesingovernment-enterprisedialogue activities,andthreecaseswererecognized astypicalcasesforadministrativeIPprotectionbytheChinaNationalIntellectualPropertyAdministration(CNIPA).

Continuouslystrengtheningadministrativeadjudicationfor patentdisputes. Effortsweremadetoadvancethestandardization ofadministrativeadjudicationfor patentinfringementdisputes,with1,344suchcaseshandledacrosstheprovince.Guangdongtooktheleadinexploringthe“entrustedadjudication” approachfor provincial-levelpatentinfringementdisputes,successfullyresolvingstandardessentialpatent(SEP)disputesinvolvingmajortelecommunications companies intheprovince.Thedual-supportmechanismfor IPinfringementdetermination,combiningexpertconsultationandtechnicalinvestigations, wasimproved,with46expertsnewlyincludedinthesecondbatchoftheGuangdongProvincialTechnicalInvestigationOfficerRoster forAdministrativeIPProtection.

Enhancingtheeffectivenessofcopyrightadministrativelawenforcement. TheGuangdong CopyrightAdministration,incollaboration withtheCyberspaceAdministrationofGuangdongProvince,theGuangdongProvincialPublicSecurityDepartment,theDepartmentofCultureandTourism ofGuangdongProvince,andotherrelevantentities,launchedaseriesof specialoperations, includingcentralizedcase-handlingactionsagainstonlinecopyrightinfringementandpiracy,crackdownontheunauthorized recordinganddistributionofcinema films,“Operation AgainstInternetInfringement2025” (Jianwang2025),andthe“YouthCopyrightProtectionSeason”.Acrosstheprovince,a totalof26,956lawenforcementpersonnelweredispatched,whoinspected8,968venues,monitored 2,452websites,andhandled383cases,effectivelymaintainingorderintheonlinecopyrightenvironment.Additionally,inspectionson softwarelegalizationwereconducted,covering205entitiesand104,944computers,significantlyelevating thelevelofsoftwarelegalizationacrosstheprovince.

Strengtheningtheprotectionofnewplantvarieties. Theprovincialforestrysystemcontinuedtocarryoutin-depthspecialoperationstocombat infringements onthe newforestryplantvarietyrights,conductingtargeted inspectionsof 283seedling andflowerproductionandoperationenterprises,aswellasbreeding sites.Theprovincialagriculturalandruraldepartments enhancedthefull-chainmanagementandIPprotectionofcropvarieties.Theyorganizedinspectionsofseedproductionbases,enterprises,andmarkets,andlaunched aspecialoperationtocombat counterfeitagriculturalsuppliesand safeguard springploughing.Theyinvestigatedandhandledatotalof2,663illegalcases andimposedadministrativepenaltiestotaling RMB29,312,800,therebystrictlycrackingdownonillegalactivities.

Enhancing lawenforcementintheculturalandtourismmarket. Theprovincialculturalandtourismsysteminspected57,900businessentitiesandconcluded1,706cases,amongwhichthreecaseswererecognized asmajorcasesinthenationalcomprehensivelawenforcementontheculturalmarketfor2024-2025.Thiseffectivelydeterredillegalandnon-compliantactivities,contributingtocontinuous improvementoforderintheculturalmarket.

StrengtheningcustomsprotectionofIP rights. TheGuangdongSub-AdministrationoftheGeneralAdministrationofCustoms (GACC) activelyimplementedthe“OperationLongteng2025” launched bytheGACC,continuouslystrengtheningIPprotection.In2025,customsauthoritiesacrosstheprovince seized15.31millionsuspectedinfringinggoods,withacasevalueofRMB150million.Incollaboration withHongKongandMacaocustoms,Guangdongconductedthreejointlawenforcementoperations toprotectIPrightsacrosstheGuangdong-HongKong-Macao GreaterBayArea.Duringtheseoperations,Guangdongcustomsauthoritiesseized1,664batchesofsuspectedinfringinggoods,totaling3.053millionitems,effectivelycrackingdownoninfringementviolationsinimportsandexports.

StrengtheningIPprotectionformajorevents. TheGuangdongAdministration forMarketRegulation(GuangdongIntellectualProperty Administration),theGuangdongCopyrightAdministration,theCyberspaceAdministrationofGuangdongProvince,theGuangdongProvincialPublicSecurityDepartment,andtheGuangdongSub-AdministrationofGACC jointlylaunched aspecialcampaigntoprotectIP rights forthe15thNationalGamesandthe12thNationalGamesforPersonswithDisabilities.TheGuangdongAdministration forMarketRegulation(GuangdongIntellectualProperty Administration)improvedthefull-chainIPprotectionmechanismfortheCantonFair,organizingexpertstobestationed atthe137thand138thsessions tocarryoutIPprotectionwork,efficientlyresolving 822disputesrelatedto patents,trademarks,andotherIPrights.TheChina CouncilforthePromotionofInternationalTrade Guangdong CommitteesetupapublicserviceboothforcommerciallegalservicesattheCantonFair,providinginternationalcommerciallegalservicesincludingIPprotectionandinternationalcommercialmediation.Procuratorialauthoritiesestablishedan“IPProcuratorialServiceStation” atthePazhouConventionandExhibition&DigitalEconomyIPProtectionCenter,stationingprosecutorstoreceiveinquiries andreportsfromenterprisesandotherentities.

SupportingIPdevelopmentinemerging fieldsandnewbusinessforms. The GuangdongAdministration forMarketRegulation(GuangdongIntellectualProperty Administration)continuedtoimprovethedataIPregistrationandreviewsystem,facilitatingenhancedintegration betweenprovincialplatformsandtheCNIPA’s dataIPreview andmanagementplatform.Itreleased andimplementedtheprovinciallocalstandard,GuidelinesforDataIPRegistrationandReviewinGuangdongProvince,andjointlyissuedtheGuidelinesforDataIPValueAppraisalinGuangdongProvince(Trial)withtheGuangdongRegulatoryBureauoftheNationalFinancialRegulatoryAdministration.Theprovince receivedacumulativetotalof5,861dataIPregistrationapplicationsandissued3,931certificates.TheGuangzhouIntellectualPropertyCourtstrengthenedresearchonlegalapplicationissues inemerging fields,newbusinessforms,andnewmodels,undertakinga majorresearchprojectoftheSupremePeople’s Courttitled“ResearchonJudicialServicesSupportingNewQualityProductiveForces”. TheGuangzhouInternetCourtreleasedtheJudicialObservationReportontheIntelligentManufacturingIndustryintheGuangdong-HongKong-MacaoGreaterBayArea,providingtargetedsupportfor thedevelopmentoftheintelligentmanufacturingindustryintheregion.

IV.EmphasizingCoordinationandCollaborationtoEffectivelyEstablish aFull-ChainIPProtectionFramework

StrengtheningtheconstructionofarapidandcollaborativeIPprotectionsystem. ApprovalwasgrantedfortheestablishmentoftheDongguanIntellectualProperty ProtectionCenterandtheShenzhenFutian(FashionDesign)RapidIPRightsProtectionCenter,bringingthetotalnumberofnational-levelIPprotectioncentersandrapidrightsprotectioncentersintheprovinceto17.In2025,thesecentersreceivedatotalof56,600pre-examinationrequestsandgranted33,600patents,significantlyenhancing theefficiencyofcoretechnologypatentacquisitionby innovationentities andprovidingstrongsupportfor high-qualityindustrialdevelopment.

ImprovingthediversifieddisputeresolutionmechanismforIPdisputes. TheGuangdong HighPeople’s Courttooktheleadinestablishingadiversifieddisputeresolutioncooperationmechanismthatentrustsadministrativeauthorities,internationalcommercialorganizations,domesticcommercialorganizations,andpeople’s mediationorganizationswithmediationfunctions.Incollaboration withtheWorldIntellectualPropertyOrganization(WIPO)andotherinstitutions,itrefined the“one-stop” resolutionmechanismforinternationalIPdisputes,successfullyresolvinganumberofdomesticandinternationalIPdisputes.TheGuangdongIntellectualProperty ProtectionCentersignedaStrategicCooperationAgreementonIPProtectionwiththeGuangzhouArbitrationCommission.TheGuangzhouArbitrationCommission,incollaborationwith marketregulatoryadministrationsandIPcourts frommultipleregions,establishedafour-in-onecollaborativeprotectionmechanismthatintegrates “administration,justice,mediation,andarbitration”. In2025,arbitrationinstitutionsacrosstheprovincehandledatotalof 871IParbitrationcases,involvingatotalclaimamount ofRMB1,594million. Therewere 174people’s mediationorganizationsforIPdisputes acrosstheprovince,including131people’s mediationcommitteesand43mediationstudios,whichcollectivelyhandled4,397IPdisputecases.Additionally,national-levelIPprotectioncentersandrapidIPrightsprotectioncentersacrosstheprovincesuccessfullymediated2,281cases,involvingatotalamountofRMB167million.

PromotingIPstrengtheningandefficiencyenhancementinkeyindustries. Fournational-levelindustrialIPoperationcenterswereestablishedinfieldssuchassmarthomeappliancesandrespiratoryhealth.SupportwasprovidedforthedevelopmentofnineindustrialIPalliancesandinnovationconsortiainsectorsincludingnewenergyvehicles(NEVs)andindustrialrobots.Fivemajorindustrial patentnavigationprojectswereimplementedinareassuchasphotonic chipsandthelow-altitudeeconomy.Cultivationandpromotionofpatent-intensiveproductswerecarriedouttodrive theintegrationandsharingofindustrialinnovationresources.Asof theendof2025,atotalof 16,700patent-intensiveproducts hadbeenregisteredacrosstheprovince,involving82,800patents.Afast-trackchannelforpatentapplicationswasestablished,providingrapidexaminationandrights confirmationservicesforpatentportfoliodevelopmentinkeyindustries.In2025,theprovincerecommended37,300patentapplicationsforpriorityexaminationtotheCNIPAinkeyindustrialtechnologyfields,assisting16,700 innovationentitiesincludingenterprisesacrosstheprovinceinaccelerating patentacquisition.

FacilitatingtherealizationofIPvalue. Morethan3,000piecesoftechnological demandinformationandover120,000piecesofpatenttransferinformationwerecollectedandreleased.Morethan300supply-demandmatchmakingeventswereorganized.Anew“full-chain” paradigmforpatentachievementcommercialization wasestablished,which integrates thesupplyside,demandside,andserviceside.In2025,thetotalnumberofpatenttransfersandlicensesintheprovincereached196,400,rankingfirstnationwidewithayear-on-yearincreaseof22.72%.Openpatentlicensingandthe“trialapplicationbeforetransfer” modelwere promoted acrosstheboard.A“trialapplication beforetransferachievementrepository” wasestablished,whichcontains over3,400patentsavailableforopenlicensingortrialapplicationbeforetransfer.In2025,theprovincerecorded4,124declarationsofopenpatentlicenses andachieved2,466 successfultransactions,bothrankingfirstnationwide.

StrengtheningfinancialsupportforIP.ComprehensivepilotprogramsfortheIPfinanceecosystemwerelaunched.Financingsupportpolicieswererefined,corporatedemandsforIP-basedfinancialserviceswerecollected,andfinancialinstitutionswereencouragedtotailor financialproductsforenterprises.The“EnteringIndustrialParks,BenefitingEnterprises” initiativewasimplemented tocontinuouslyoptimizeIPfinancialservices.DataIPpledgefinancingwasexplored,andfinancialsupportwasboostedfor thedevelopmentofthegeographicalindicationindustry.In2025,theprovince’s pledgefinancingvolumeforpatentsandtrademarksreachedRMB398.21 billion,effectivelyalleviatingfinancingdifficultiesformicro,small,andmedium-sizedenterprises(MSMEs).Additionally,IPsecuritizationwasadvanced,withacumulativeissuance of141securitizedproductstotalingoverRMB23billion.

Deepeningthesynergyandintegrationofinnovationelements. TheGuangdong-HongKong-MacaoGreaterBayAreaCross-RegionalPatentTransferCooperationAlliance wasestablished alongwithspecializeddatabases includinganoverseaspatentrepository,anoverseasexpertpool,a corporate demanddatabase,andaninvestmentprojectlibrary,featuring15,000patents online.The2025UniversityScientificandTechnologicalAchievementsFairwassuccessfullyheld,achieving1,361transactionswithatotalvalueofRMB7,244million.Brandeventssuchasthe“UniversityScientificandTechnologicalAchievement CommercializationRoadshowCompetition” wereorganizedtopromote patent commercializationacrossGuangdong,HongKong,andMacao.Additionally,theNationalIntellectualProperty(IP)Operation(ShenzhenHetao)InternationalTransformationPilotPlatformwasestablished.Atotalofsevennational-levelIPoperationandtradingplatformsand20IPoperationcenters forkeyindustrieswerebuilt.Acomprehensive,multi-tiered servicesupportnetwork tookshape.

AdvancingIPempowermentforruralrevitalization.Guangdongadvancedthe constructionofsixnationalgeographicalindication(GI) protectiondemonstrationzones,includingGuangdong(Xinhui),with highstandards.TwonationalGIproductdemonstrationzones,namely,Guangdong(Luoding)andExocarpiumCitrusGrandis,successfullypassedtheacceptanceinspectionbytheCNIPA.Theprovince tooktheleadnationwide inachievingthecomprehensiveconversionof63agriculturalproductGIsintoGI-protected products,ensuring theeffectiveimplementationofGIproductprotectionandunifiedGIrecognition.Theprovincepromotedtheuseofspecialized GIlogos,withacumulativetotalof2,925GIproductoperators authorizedtouse them.The “GI-driven RuralRevitalization Project” wasimplemented,with theinnovativelaunch ofGI-featuredtown andsubdistrict developmentinitiatives.Focusingonsix selectedtowns andsubdistrictsatdifferentstagesofGIproductdevelopment,theprovinceadopted a“onetown,onestrategy” approach tointegrateresourcessuchasIP,standardizationandcertification,andfoodtesting,therebystreamliningtheentireprocessfromcultivation andproduction todistribution andconsumptionofGIproducts.

VI.OptimizingServiceSupplytoExpedite theImprovementofPublicIPServices

ContinuouslyimprovingthepublicIPservicesystem.Effortsweremadetoencourage theestablishmentofpublicIPservicecentersacrossprefecturesandcities.Todate,oneprovincial-levelcomprehensiveinstitutionand21municipal-levelinstitutionshavebeenestablished,achievingfullcoverageofservicenodesatthemunicipal level.Acrossthe province,atotalof13TechnologyandInnovationSupportCenters(TISCs),six university-levelnationalIPinformationservicecenters,15national-level IPinformationpublicserviceoutlets,25provincial-levelIPinformationpublicserviceoutlets,22trademarkbusinessacceptancewindows,andseven patentagencyservicestations havebeenestablished.Additionally,a numberofcollaborativeIPoperationcentershave beenestablishedinkeyindustrialparks.PublicIPserviceoutreachevents wereorganizedfor enterprises,servingatotalof21,512enterprisesthroughouttheyear,with participationfrom 607publicserviceinstitutions.

EnhancingpublicIPservicecapabilities. Pilotprograms were implementedtoleveragepublicIPservicesinsupporting breakthroughsinkeyandcoretechnologies,focusingontechnicalfieldssuchasnuclearpowerandnewenergy.Relyingonleadingmanufacturingenterprisesinkeyindustrialchains,pilotprojectswerelaunchedtoencourage theestablishmentofa“one-on-one” and“companion-style” servicemodelwhichcan assistinovercoming criticaltechnological bottlenecks.Thesupplycapacityof IPinformationanddatawascontinuouslyimproved, Thefunctionsofthe Guangdong-HongKong-MacaoGreaterBayAreaIPBigDataIntegrated Service Platform andthe EUTrademarkSearchSystem wereenhanced.Theintegratedbigdataserviceplatformintroduced adeeplearning-basedintelligentpatentinterpretationfeature,makingit thefirstpublicIPserviceplatforminChinatoincorporate AIapplications.Theplatformprovidesfreeaccesstothequeriesof15categoriesofIPdataincludingglobalpatentdata,sharingdatain23batcheswith18provincial- andmunicipal-level entities acrosstheprovince.Thecumulativenumberofdatacallsfortheyearexceeded8.8million,withmorethan69milliondataentries.Additionally,theSecondGuangdongProvincialPatentSearchCompetitionforPublicIPServiceInstitutionswassuccessfullyheld.

PromotingthedevelopmentoftheIPserviceindustry. Threenationaldemonstrationandpilotzonesforhigh-qualityclustered developmentoftheIPserviceindustrywerecultivatedandestablished intheGuangzhouDevelopmentDistrict,FutianDistrict inShenzhen,and YuexiuDistrictinGuangzhou,rankingfirstinthecountryintermsofquantity.SupervisionovertheIPserviceindustrywasstrengthened byconducting“double-random,one-public” inspectionsofIPagenciesandimplementing creditratingmanagementforpatentandtrademarkagencies.Acumulativetotalof156patentagenciesand1,041trademarkagencieswereinspected.Apilotcreditratingmanagementprogramwaslaunched for1,774trademarkagenciesand2,992trademarkagents across theprovince.

VII.ServingOpenDevelopmentandContinuouslyDeepeningIPExchangesandCooperation

StrengtheningGuangdong-HongKongandGuangdong-MacaoIPcooperation. Acumulativetotalof455such cooperationprojectswere implemented.CoordinationwiththeIPauthorities ofHongKongandMacao wasenhanced.Aseriesofbranded eventswerejointlyorganized,includingtheGreaterBayAreaIPTrading Expo&InternationalGeographicalIndicationProductsTrading Expo,theHigh-ValueIPCultivationandPlanning Competition,andtheIPTalentDevelopmentConference.Theseinitiativeshaveledtotheexplorationandestablishment ofanewmodelfortranslatingIP intopracticaloutcomes,centeredaround “talent+IP+project”.The Guangdong-HongKong-MacaoGreaterBayAreaSub-Forum washeldduringthe15thBusinessofIPAsiaForuminHongKongtofacilitate cross-borderIPtransformation andapplication.The Guangdong-HongKong-MacaoYouthTrademarkandBrandBoutiqueCourse wasdevelopedtodeepenexchangesamongyoungIPtalentsin theGreaterBayArea.TheintegrationandmutualrecognitionofIP servicesintheGreaterBayAreawerepromoted.ThepilotprogramforprioritizedexaminationofinventionpatentapplicationsfiledintheChinesemainland byapplicantsfromtheHongKongandMacaoSpecialAdministrativeRegions (SARs)continuedtobeimplemented.TheShenzhenIntellectualProperty ProtectionCenterlaunchedafast-trackpatent pre-examinationservice forinnovationentitiesfromHongKong.Incollaborationwiththe EconomicandTechnologicalDevelopmentBureau ofMacao,GuangdongestablishedMacaoSpecialAdministrativeRegionIPInquiryPoints at24IPgovernmentservicewindows acrosstheprovince.Furthermore,anemailconsultationservicefor patentinquiriesintheChinesemainlandwassetupincollaborationwiththe IntellectualPropertyDepartment ofHongKong.

Activelyengagingin internationalIPexchangesandcooperation.ExchangesandcooperationwiththeWorldIntellectualPropertyOrganization(WIPO)werestrengthened tofacilitatethe successfulhostingoftheWIPOIPSummerSchoolatSunYat-senUniversity,whicheffectivelypromoteddialogueandmutualunderstandingamongyoungprofessionals intheinternationalIPcommunity.The 2025GuangdongInternationalIPStudyCamp wasorganized tojointlyadvance IPcollaboration.The InternationalSymposiumonTradeSecretProtectionwashosted.Atotalof20international serviceagencies wereintroducedtosettleintheInternationalIPServiceHall intheKnowledgeCity,facilitatingtheestablishmentofajointlaboratorybetween enterprises inHuangpuDistrictanda researchinstitute inSingapore.Furthermore,judgeswereselectedtoparticipateinexchangevisitstoinstitutionssuchastheUnifiedPatentCourt(UPC)inEurope,wheretheyshared thelatestpracticalachievementsinChina’s IPadjudication.

StrengtheningoverseasIPcomplianceforenterprises. Guangdongadvancedtherevision,promotion,andimplementationof itslocalstandard, StandardsforInternationalIPCompliance ManagementofEnterprises, providingspecializedservicessuchasIPriskdiagnosisandcompliancesystemdevelopment guidanceforexport-orientedenterprises,andguidingtheminestablishingandimproving theiroverseasIPcompliancemanagementsystems.Theprovinceactivelycarriedoutriskidentificationandgovernance forIPatinternationalexhibitions,establishingafull-cycle servicemechanismthatincludespre-exhibitionriskearlywarnings,rapidrightsprotection duringexhibitions,andpost-exhibitionreviews andsummaries,therebysupporting enterprises’participation inexhibitions.TheawarenessofoverseasIPprotectionamongenterpriseswascontinuouslyenhanced.In2025,Guangdongorganizedoverahundred specializedtrainingsessionsandpolicybriefingsonoverseasIPprotection,servingenterprises byover10,000 instances. The 2025GuangdongComplianceRiskIdentificationInitiativefortheOverseasExpansionofCulturalIndustries waslaunched,whichoffered professionalguidanceandstrategicrecommendations to enterprisesregarding overseasIPprotectionandriskmanagementininternationaloperations.

VIII.StrengtheningtheCulturalFoundationtoContinuouslyImprovetheHumanisticEnvironment forIP

StrengtheningthedevelopmentofIPtalentpool.TheGuangdongAdministrationforMarketRegulation(GuangdongIntellectualPropertyAdministration) reinforced thedevelopmentofatechnicalinvestigatorteamforadministrativeIPprotection,enhancedthecapabilitiesofpersonnelforrapidandcollaborativeIPprotection,andstrengthened thesupplyofIP professionalsforoverseasoperations.TheGuangdong HighPeople’s CourtorganizedtrainingcoursesonIPadjudication.TheGuangdong People’s Procuratorateheld jointspecializedtrainingsessionsonIP forprocuratorialorgansacrosstheprovince.TheDepartmentofScienceandTechnologyofGuangdongProvincesteppedup effortstotraintechnologymanagers.In2025,itconducted36trainingsessions at twonationaltalenttrainingbases fortechnologytransfer andtraining2,218individualsintechnologytransfer,bringthe cumulativetotal to8,174 individualstrained.The HealthCommission ofGuangdongProvince formulatedandissuedthegroupstandard,TrainingOutlineforTechnologyTransferTalentatHospitals,providingstandardizedguidancefortalentdevelopment.The Guangdong CopyrightAdministration formulatedtheManagementMeasuresfortheGuangdongProvincialCopyrightExpertDatabase(Trial),established thefirstprovincial-levelcopyrightexpertdatabaseinChina,andrecruited102expertsinadministrative,judicial,academic,andpracticalfieldsfromacrosssociety.TheGuangdong HighPeople’s CourtandtheGuangdongIntellectualProperty ProtectionCenterconductedresearchonlitigation involvingoverlapping criminal andcivil IPcasesandonlegalissues relatedtooverseasIP fortechnologyinnovationenterprises,withrelevantresearchachievements beingrecognized asoutstandingnational researchoutcomes.Acumulativetotalof611individualsacross theprovince obtainedprofessionaltitlesinIP,including117withseniortitles.

Creating astrongIPculturalatmosphere.The“4•26IPPublicityWeek” eventwasheld,duringwhichthe“Top10 IPEvents”,“GrassrootsReformandInnovationInitiatives”, andtypicalIPcasesinGuangdongfor2024werereleased,fosteringavibrant IPculturalatmosphere.TheSeventhGuangdongProvincialUniversity Students’CopyrightKnowledgeSpeechContest washeldtoinstill valuesof respecting copyrightandadvocating forinnovation.AssistancewasprovidedtotheCNIPAinorganizingamediatourandapressconferenceon“IPSupportingHigh-QualityDevelopmentin theGuangdong-HongKong-MacaoGreaterBayArea”, enhancingthedisseminationandinfluenceofIPstoriesfromtheregion.Thetwocases,“GuangdongProvince EnactsSpecialized LocalCopyrightRegulations:The RegulationsofGuangdongProvinceonCopyright” and“DongguanCity inGuangdongInnovativelyIntroducesTrendyToyCopyrightLoanstoBoost IndustrialDevelopment” wereselectedastypicalcasesinthesecondbatchofmodelpracticesforboostingChina’sstrengthincopyright.TheGuangdong HighPeople’s CourtreleasedtheWhitePaperonJudicialIPProtectioninGuangdongCourts forthe16thconsecutiveyear,alongwiththeannualTop10 IPCaseshandledby courtsintheprovince.TheGuangzhouIntellectualPropertyCourtselectedandreleasedtypicalcasesofservingandsupporting newqualityproductiveforces forthefirsttime.TheGuangdong People’s ProcuratoratereleasedinformationonthecomprehensiveIPprotection byprocuratorialorgansinGuangdong,alongwith10 typicalcasesandcasesofservingandsupporting thedevelopmentofnewqualityproductiveforces.TheGuangdongProvincialPublicSecurityDepartmentreleased thetop10 typicalcasesofcombatingIPinfringementcrimesbypublicsecurityauthorities inGuangdong.TheDepartmentofJusticeofGuangdongProvinceincorporated thepromotionofIPlawsandregulationsinto theprovince’s keytasksforlegalpublicityandlaw-basedgovernance andorganized the“SevenEntries” campaignforIPlegalpublicity tofurtherenhance IPprotectionawarenessacrosstheprovince.
