各市州科技局，各国家高新区管委会，马栏山文化产业集团，各有关单位：

为深入贯彻党的二十届四中全会、全国两会精神，全面落实习近平总书记考察湖南重要讲话和指示批示精神，锚定“三高四新”美好蓝图，完善“以赛引才、以赛促创、以赛助企”生态，着力搭建面向全球创新创业服务平台，决定举办2026年湖南省（国际）创新创业大赛。现将有关事项通知如下：

一、大赛主题

湘约世界  创启未来

二、组织架构

（一）主办单位。省科技厅、省委宣传部、省委外事办、省发展改革委、省教育厅、省工业和信息化厅、省财政厅、省人力资源社会保障厅、省总工会、团省委、省广电局、省工商联、长沙市政府等单位共同主办。

（二）承办与协办单位。省火炬创业中心、马栏山集团，省对外科技交流中心、省生产力促进中心、省水资源研究和利用合作中心、省国际人才智力交流协作中心，同时邀请具有海外资源的第三方机构参与赛事组织工作。

（三）特邀单位。特邀中国广播电视社会组织联合会共同主办“马栏山杯”数智视听技术全球创新创业大赛，其技术专业委员会联合承办。

（四）冠名单位。长沙银行。

（五）大赛组委会和纪律与监督委员会。成立大赛组委会，负责赛事统筹协调，成员由各主办单位相关负责同志组成，组委会办公室设在省科技厅科技成果转化促进处。成立大赛纪律与监督委员会，负责监督赛事组织和评审等工作，由省科技厅监督管理和诚信建设处、机关纪委组成。

三、赛事体系

2026年大赛设主体赛（方案见附件1）、颠覆性技术创新大赛（方案见附件2）、全球创新创业赛（方案见附件3）及若干专业赛（相关方案见附件4、附件5）。

（一）主体赛。对标中国创新创业大赛全国赛，设置新一代信息技术、生物医药、高端装备制造、新能源（新能源汽车）和节能环保、新材料等5个赛道。参赛对象为省内科技型中小企业，按2025年企业营业收入分为两个组别：小微组（2000万元以下）、成长组（2000万元（含）至2亿元）。

（二）颠覆性技术创新大赛。对标全国颠覆性技术创新大赛，聚焦湖南省“4×4现代化产业体系中可能产生重大颠覆性突破的技术应用项目。参赛对象为省内及中央驻湘企事业单位。

（三）“马栏山杯”数智视听技术全球创新创业大赛。在国际赛道基础上升级，聚焦视听数据治理与服务，国风AI音视频生成，智能视听处理，沉浸式视听技术，AI赋能影视等方向，吸引全球创新创业项目，支撑科技赋能文化产业创新工程，推动马栏山文化和科技融合产业高质量发展。参赛对象为全球创新创业企业和团队（个人）。

（四）专业赛。由各专业赛组委会具体组织，大赛组委会办公室负责指导。

1.垂直领域孵化器项目孵化专业赛。落实支持大学生创业“七个一”行动要求，由湖南兴湘科技创新有限公司（“低空+AI”赛道）、湖南麒麟信安科技股份有限公司（人工智能赛道）分别组织。经角逐产生的优秀项目，符合主体赛参赛条件（每个孵化器推荐不超过5个）的，可纳入主体赛相应赛道半决赛。参赛对象为国内创新创业企业和团队。

2.有色金属绿色矿业专业赛。面向全国征集采选冶智能装备、有色金属新材料研发与应用等领域具有落地意愿的创新创业项目。经角逐产生的等次奖项目，若符合主体赛参赛条件的，可纳入主体赛相应赛道的半决赛。参赛对象为国内创新创业企业和团队。

四、赛事安排

（一）主体赛

1.参赛报名（2026年5月28日—6月30日）。参赛项目通过湖南科技云平台报名。

2.审核推荐（2026年7月1日—7月6日）。各市州科技局对参赛项目资料进行审核并推荐。

3、初赛（2026年7月上旬）。由各市州科技局组织，按程序择优推荐晋级半决赛。

4.尽职调查（2026年7月31日截止）。委托各市州科技局联合投资机构开展。

5.半决赛（2026年8月，具体时间另行通知）。委托市州或园区承办，按赛道分别进行。5个赛道按小微组和成长组各取前3名晋级，共30个项目入围总决赛。

6.总决赛（2026年9月，具体时间另行通知）。采取现场路演方式，现场公布分数。

7.国赛推荐。根据国赛安排及名额分配，按比赛成绩择优推荐参赛企业。对无正当理由放弃或拒绝参赛的，大赛组委会有权取消相关奖励，并视情节将相关情况记入科研诚信记录。

8.颁奖仪式（2026年9月）。总决赛结束后次日举行。

（二）颠覆性技术创新大赛

1.参赛报名（2026年5月28日—6月30日）。参赛项目通过湖南科技云平台报名。

2.审核推荐（2026年7月6日截止）。各市州科技局和相关单位对参赛项目进行审核，限额推荐。

3.初赛（2026年7月上旬）。参照全国颠覆性技术创新大赛评审标准，采用通讯评审方式。

4.尽职调查（2026年7月31日截止）。由各推荐单位组织尽职调查。

5.决赛（2026年8月，具体时间另行通知）。采用公开路演方式，现场公布分数。

6.颁奖仪式（2026年9月，具体时间另行通知）。决赛产生的十强项目，在主体赛颁奖仪式上一并颁奖。

（三）“马栏山杯”数智视听技术全球创新创业大赛

1.参赛报名（2026年5月28日—6月30日）。参赛项目通过湖南科技云平台报名。

2.形式审查（2026年7月10日截止）。由中国广播电视社会组织联合会技术专业委员会及第三方机构分别对境内、境外报名项目进行审查，重点审查其技术领域的匹配性、资料完整性与真实性。

3.初赛（2026年7月上旬，具体时间另行通知）。采用通讯评审方式，取前60个项目晋级半决赛，其中境外项目晋级比例原则上与境外项目参赛数量占该赛事报名参赛总数的比例大致相当，并根据实际分数及排名顺延递补。

4.半决赛（2026年7月下旬，具体时间另行通知）。采用线上答辩方式，取24个项目晋级决赛，其中境外项目晋级比例原则上与境外项目参赛数量占该赛事报名参赛总数的比例大致相当，并根据实际分数及排名顺延递补。

5.决赛（2026年9月，具体时间另行通知）。采取现场路演方式。现场公布分数。

6.颁奖仪式（2026年9月）。决赛结束后次日举行颁奖仪式。

赛事期间，联合相关园区、马栏山集团、长沙银行等，组织开展园区参观、招商推介、投融资对接等系列配套服务活动。

（四）专业赛。包括参赛报名、审核推荐、初赛、决赛、颁奖等环节，由各专业赛组委会具体组织，大赛组委会办公室全程指导。

五、奖项设置

（一）主体赛。按小微组和成长组分别确定一等奖1名、二等奖2名和三等奖3名，优秀奖若干名。一、二、三等奖和优秀奖分别支持100万元/个、50万元/个、30万元/个、20万元/个，以科技项目形式给予支持并纳入省科技计划项目管理。

（二）颠覆性技术创新大赛十强项目。根据决赛成绩确定十强项目，每个获奖项目支持20万元/个，以科技项目形式给予支持并纳入省科技计划项目管理。

（三）“马栏山杯”数智视听技术全球创新创业大赛。根据决赛成绩，设一等奖2名、二等奖4名、三等奖6名，优秀奖8名。授予境外项目的奖项比例，原则上与境外项目参赛数量占该赛事报名参赛总数的比例大致相当，并根据决赛实际分数及排名顺延递补。以奖金方式给予支持，分别为50万元/个、30万元/个、20万元/个、10万元/个。后续，对省外（含境外）获奖项目在2年内在湖南省内落地转化的（需在湖南注册成立商事主体并实质运营），按不超过主体赛对应奖项资金总额的标准，给予后续支持（如当年已获省科技创新计划支持项目的除外）。

（四）专业赛。垂直领域孵化器项目孵化专业赛、有色金属绿色矿业专业赛，根据专业赛组委会自筹经费情况，自行设置奖项。

（五）优秀组织奖。大赛设置优秀组织奖若干名，重点表彰一批在大赛组织中表现优秀的市州科技局、县市区科技部门、园区、承办机构、协办机构等。

六、配套支持

（一）落地服务。大赛联动相关园区、马栏山集团等加强落地服务。获奖项目有意愿在湖南落地转化的，大赛组委会将安排专人对接。“数智视听技术”全球创新创业大赛获奖项目可直接进入马栏山“马驹计划”审定公示程序，并提供“一条龙”落地服务。获等次奖项目在一年内可直接进入湖南省大学生创业投资基金尽职调查，优先进入投资决策评审环节。

（二）人才支持。对获得全国赛总决赛（不含专业赛、国际赛）金、银奖，省赛主体赛一等奖，且是在湘企业的主要创办者或实际控制人，可直接遴选为省科技创业领军人才。对获得省赛主体赛一、二等奖和全国赛金银铜奖的获奖企业，其主要创办者且为实际控制人，直接遴选为省大学生创业导师。

（三）赛事全链条服务。建立赛事优质项目库，加强跟踪服务。大赛合作银行择优给予贷款授信支持。择优推荐给大赛合作投资基金、创投机构。择优推荐给大赛合作媒体进行宣传报道。大赛期间实行“创业者成长计划”，构建覆盖“报名—初赛—半决赛—决赛—投融资对接—落地对接—持续培育”的全链条服务体系，并提供政策解读、导师陪跑、路演打磨、场景对接与资源匹配等服务，推动参赛项目从“赛场选优”走向“在湘落地、持续成长”。

七、赛事监督管理

1.大赛纪律与监督委员会对大赛进行全过程监督，在赛事各环节设置监督专员，加强全方位监督。

2.大赛严格遵守中央八项规定及实施细则精神，省科技厅科技项目管理服务工作“十不准”规定，切实加强关键环节和重点岗位廉政风险防控，持续加强作风建设。

3.大赛严格执行《湖南省科技计划项目科研诚信管理办法》（湘科发〔2023〕191号）要求，保障全环节公平公正公开。对因“打招呼”“走关系”等请托行为获奖的项目，将撤销奖项，追回奖励经费，并对相关责任人或单位进行严肃处理。

The2026CompetitionwillfeatureaMainCompetition(seeAppendix1fordetails),aDisruptiveTechnologyInnovationCompetition(seeAppendix2fordetails),aGlobalInnovationandEntrepreneurshipCompetition(seeAppendix3fordetails),andseveralspecializedcompetitions(seeAppendix4and5forrelevantdetails).

1.MainCompetition. ModeledafterthenationalChinaInnovationandEntrepreneurshipCompetition,itincludesfivetracks:new-generationinformationtechnology,biomedicine,high-endequipmentmanufacturing,newenergy(newenergyvehicles)andenergyconservation/environmentalprotection,andnewmaterials.Participantsaretechnology-basedSMEswithintheprovince,dividedintotwogroupsbasedon2025revenue:Micro&Small Group(under20millionyuan)andGrowthGroup(20millionyuan(inclusive)to200millionyuan).

2.DisruptiveTechnologyInnovationCompetition. ModeledaftertheNationalDisruptiveTechnologyInnovationCompetition,itfocusesontechnologicalapplicationprojectswithpotentialformajordisruptivebreakthroughswithinHunanProvince's'4×4'modernindustrialsystem.ParticipantsincludeenterprisesandinstitutionswithintheprovinceaswellascentrallyadministereddepartmentsstationedinHunan.

3."MalanshanCup"GlobalInnovationandEntrepreneurshipCompetitioninDigitalIntelligentAudio-VisualTechnology. Upgradedfurtherontheinternationaltrack,itfocusesonaudio-visualdatagovernanceandservices,AI-generatedChinese-styleaudio-videocontent,intelligentaudio-visualprocessing,immersiveaudio-visualtechnologies,andAI-empoweredcontentcreationinfilm/TV.Itaimstoattractglobalinnovationandentrepreneurshipprojects,supportthepromotionofculturalindustryinnovationthroughtechnologyinnovation,andacceleratehigh-qualitydevelopmentofintegratedcultureandtechnologyindustriesinMalanshancircle.Participantsincludeglobalinnovationandentrepreneurshipenterprisesandteams(individuals).

4.Specializedcompetitions. Tobeorganizedbytherespectivespecializedcompetitioncommittees,withguidancefromtheofficeoftheMainCompetitionorganizingcommittee.

1)VerticalDomainIncubationProjectIncubatorCompetition. Itisdesignedtoimplementthe"SevenOnes"policytosupportcollegestudententrepreneurship,andwillbeorganizedbyHunanXingxiangTechnologyInnovationCo.,Ltd.("LowAltitude+AI"track),andHunanQilinXin'anTechnologyCo.,Ltd.(ArtificialIntelligenceTrack),respectively.OutstandingprojectsselectedthroughthesecompetitionsthatmeettheeligibilitycriteriafortheMainCompetition(nomorethan5recommendedperincubator)mayadvancetothesemifinalsinthecorrespondingtrackoftheMainCompetition. Participantsincludedomesticinnovationandentrepreneurshipenterprisesandteams.

2)Non-ferrousMetalGreenMiningInnovationCompetition. Openfordomesticinnovativeandentrepreneurialprojectsinintelligentminingandmetallurgyequipment,R&Dandapplicationofnon-ferrousmetalnewmaterials,withintentionsofrootinginHunan.ProjectswinningtieredawardsfromthecompetitionthatmeettheMainCompetitioncriteriamayadvancetothesemifinalsincorrespondingtracksoftheMainCompetition.Participantsincludedomesticinnovativeenterprisesandentrepreneurialteams.

1)Registration(May28,2026~June30).Thesignupofparticipatingprojectsistobecarriedoutonthe"HunanScienceandTechnologyCloudPlatform".

2)Reviewandrecommendation(July1~July6,2026). TheScienceandTechnologyBureausofeachcityandprefecturewillreviewprojectmaterialsanddecidewhichonestorecommend.

3)Preliminaryround(earlyJuly2026). TobeorganizedbytheScienceandTechnologyBureausofeachcityandprefecture.Theprojectsaretobeselectedandrecommendedforadvancingtothesemifinalsthroughdueprocedures.

4)Duediligence(deadline:July31,2026). TobeentrustedtotheScienceandTechnologyBureausofeachcityandprefectureincollaborationwithinvestmentinstitutionsforimplementation.

5)Semifinals(August2026,specificdatetobeannouncedlater).Tobeentrustedtocitiesorindustrialparksfororganization,conductedseparatelybycompetitiontracks. Top3projectsfrombothMicro&SmallGroupandGrowthGroupineachofthe5trackswilladvance,totaling30finalists.

6)Finals(September2026,specificdatetobeannouncedlater).Tobeconductedthroughon-sitepitchpresentationswithimmediatescoreannouncements.

7)Recommendedfornational-levelcompetition.Accordingtothenationalcompetitionarrangementsandquotaallocation,participatingenterpriseswillberecommendedbasedontheircompetitionperformance.Forthosewhocancelorrefusetoparticipatewithoutvalidreasons,thecompetitioncommitteereservestherighttorevokerelatedawardsandmayrecordthecircumstancesinresearchintegrityrecordsdependingontheseverity.

8)Awardceremony(September2026).Tobeheldthedayafterthefinals.

2.DisruptiveTechnologyInnovationCompetition

1)Registration(May28,2026~ June30). Thesignupofparticipatingprojectsistobecarriedoutonthe"HunanScienceandTechnologyCloudPlatform".

3."MalanshanCup"GlobalInnovationandEntrepreneurshipCompetitioninDigitalIntelligentAudio-VisualTechnology

1)Registration(May28,2026~June30). Thesignupofparticipatingprojectsistobecarriedoutonthe"HunanScienceandTechnologyCloudPlatform".

2)Formalreview(deadline:July10,2026).TheProfessionalTechnicalCommitteeofChinaFederationofRadioandTelevisionAssociationsandthird-partyagencieswillreviewdomesticandinternationalapplicationsrespectively,focusingontechnicalrelevance,documentationcompleteness,andauthenticity.

3)Preliminaryround(earlyJuly2026,specificdatetobeannouncedlater).The remotereviewmethodwillbeadoptedtoselectouttop60projectsforthesemifinals,withtheproportionofinternationalprojectsprogressingroughlyequivalenttotheirparticipationrateinthecompetition.Anyadjustmentssuchassuccessivereplacementwillbemadebasedonactualscoresandrankings.

4)Semifinals(lateJuly2026,specificdatetobeannouncedlater).Theonlinedefensemethodwillbeadopted,with24projectsadvancingtothefinals.Theproportionofoverseasprojectsadvancingshouldgenerallymatchtheirparticipationrateinthecompetition,andanyadjustmentsuchassuccessivereplacementwillbemadebasedonactualscoresandrankings.

5)Finals(September2026,specificdatetobeannouncedlater). On-sitepitching formatwillbeadopted. Scoreswillbeannouncedon-site.

6)Awardceremony(September2026). Theawardceremonywillbeheldthedayafterthefinals.

Duringthecompetition,incollaborationwithrelatedindustrialparks andzones,HunanMalanshanGroup,andBankofChangsha,aseriesofsupportingactivitiessuchasparktours,investmentpromotion,andfinancingmatchmakingwillbeorganized.

4.Specializedcompetitions. Theprocessincludesregistration,reviewandrecommendation,preliminaryround,finals,andawards,whicharespecificallyorganizedbytherespectiveprofessionalcompetitioncommitteesundertheguidanceoftheofficeofthecompetitionorganizingcommittee.

V.Awardsettings

1.MainCompetition. First,secondandthirdprizeswillbeawardedto1,2and3winnersrespectivelyinbothMicro&SmallGroupandGrowthGroup,alongwithseveralexcellenceawards.The1st,2nd,3rdprizesandexcellenceawardswillreceiveabonusof1millionyuan,500,000yuan,300,000yuanand200,000yuanperprojectrespectively,supportedasscientificresearchprojectsunderthemanagementofprovincialscienceandtechnologyprogram.

2.Top10projectsintheDisruptiveTechnologyInnovationCompetition. Tentopprojectswillbeselectedbasedonfinalcompetitionresults,witheachwinningprojectreceiving200,000yuaninsupportasscientificresearchprojectsunderthemanagementofprovincialscienceandtechnologyprogram.

3."MalanshanCup"GlobalInnovationandEntrepreneurshipCompetitioninDigitalIntelligentAudio-VisualTechnology. Basedonthefinalresults,therewillbe2firstprizes,4secondprizes,6thirdprizes,and8excellenceawards. Theproportionofawardsgrantedtooverseasprojectsshouldgenerallymatchtheirparticipationrateinthecompetition,withanyadjustmentsuchassuccessivereplacementmadeaccordingtoactualscoresandrankings. Thebonuses forthecompetitionprizesare:¥500,000each,¥300,000each,¥200,000each,and¥100,000each. Subsequently,foraward-winningprojectsfromoutsidetheprovince(includingoverseas)thatarerootedinHunanProvincewithin2years(requiringregistrationofabusinessentityandsubstantiveoperationsinHunan),follow-upsupportwillbeprovidedwithanamountnomorethanthetotalbonusamountofthecorrespondingawardintheMainCompetition(excludingprojectsalreadysupportedbytheprovincialsci-techinnovationplanthatyear).

4.Specializedcompetitions. VerticalDomainIncubationProjectIncubatorCompetitionsandNon-ferrousMetalGreenMiningInnovationCompetitionwillsetupawardsindependentlybasedontheself-raisedfundsofthespecializedcompetitionorganizingcommittee.

1.Projectimplementationservices. TheCompetitionwillcollaboratewithrelatedparksandHunanMalanshanGrouptostrengthenimplementationservices.Foraward-winningprojectswillingtorealizedtheircommercializationinHunan,thecompetitioncommitteewillassigndedicatedpersonnelforcoordination. WinningprojectsfromtheGlobalInnovationandEntrepreneurshipCompetitioninDigitalIntelligentAudio-VisualTechnologycandirectlyenterHunanMalanshanGroup's”FoalProgram"reviewprocessandreceivecomprehensiveimplementationservices. ProjectswinningtieredawardscandirectlyenterduediligenceforHunanProvincialCollegeStudentVentureCapitalFundwithinoneyear,withpriorityaccesstoinvestmentapprovalreview.

2.Benefitsfortalents. Forgoldandsilvermedalwinnersofthenationalfinals(excludingspecializedandinternationalcompetitions)andfirstprizewinnersoftheprovincialMainCompetition,whoarethemainfoundersoractualcontrollersofenterprisesinHunan,theycanbedirectlyselectedasprovincialleadingtalentsintechnologyentrepreneurship.ForenterprisesthatwinfirstorsecondprizeintheprovincialMainCompetitionorgold,silver,orbronzemedalsinthenationalcompetition,theirmainfoundersandactualcontrollerswillbedirectlyselectedasprovincialentrepreneurshipmentorsforcollegestudents.
