各区市科技主管部门，有关单位：

为更好地服务市委、市政府重大决策部署和创新驱动发展战略实施，根据《烟台市科技创新发展计划战略研究类项目管理办法》（烟科〔2025〕64号）有关要求，现就申报2026年度烟台市科技创新发展计划战略研究项目有关事项通知如下。

一、项目类别

项目分为重点项目和一般项目两类。

1.重点项目。围绕市委市政府重大决策部署，聚焦谋划布局生物制造产业，培育催生新质生产力，组织实施重点项目7项，单个项目最高支持7万元（若项目市拨支持资金未达到申请资金额度，项目申报单位应承诺通过自筹解决差额部分）。重点项目申报指南见附件1。

2.一般项目。围绕“战略规划与科技治理”“技术预测与产业创新”“创新主体与创新载体”“区域创新与成果转化”“科技合作与科技人才”“科技支撑乡村振兴”“社会发展和民生科技”等7个专题领域，组织实施一般项目。立项数不超过30项，为自筹资金项目。

二、申报要求

（一）项目申报单位原则上为具备独立法人资格，具有战略研究能力的高校、科研院所、企事业单位和社会组织等，两个及以上单位联合申报的应签订联合申报协议，联合申报协议应约定项目任务分工、资金分配、知识产权归属、成果管理及合作内容等。

（二）申报项目负责人为申报单位的全职人员，具备完成项目所需的研究能力和组织管理能力。

（三）申报一般项目的负责人原则上不受学历、职称、资历等限制。申报重点项目的负责人一般应具备副高级（含）以上专业技术职称或博士学位；或学术水平较高，在项目研究领域取得同行公认的重大成果；或实践经验丰富，在项目应用领域具有10年（含）以上市级以上决策部门工作经历等。

（四）项目负责人同一年度仅能申报1个项目，课题组（含项目负责人）不超过5人。一个单位每年度申报项目数不超过2项。

（五）项目执行期原则上不超过一年。

（六）有下列情况之一的，申报项目不予受理：

1.项目负责人和申报单位有惩戒执行期内的科研严重失信行为记录的，“绿色门槛”制度不予支持的或者相关社会领域信用“黑名单”记录的；

2.企业有2项及以上市级科技计划项目在研的；项目负责人承担市科技计划项目尚未验收的；项目承担单位因非不可抗拒因素造成已承担科技计划项目终止的；相同或相近研究内容的项目已通过不同渠道获得市级以上财政资金支持的。

三、申报流程

1.项目负责人在烟台科技服务云平台中（登录网址：https://ytstc.cn/）登录个人申报账号，按照系统相关提示和要求，在线填写项目申报书，并依次经项目承担单位和主管部门审核通过后，提交至市科技局。驻烟和市属单位为本项目主管单位，可直接申报；区市属单位项目通过区市科技主管部门推荐申报。

2.项目负责人网上申报、提交时间与项目承担单位审核截止时间10月21日17:00，项目主管部门审核截止时间10月23日17:00，届时系统将自动关闭。

3.各推荐单位将加盖公章的纸质版推荐汇总表附件2（一式两份）、申报材料（申报书、附件证明材料一式5份，胶装，加盖申报单位公章）于10月26日前统一报送至烟台市科技局（地址：城发城市广场8楼810室），电子版推荐汇总表发送至邮箱6786622@yt.shandong.cn。纸质材料须与网上申报材料完全一致，否则取消立项资格。

四、其他要求

1.申报项目应尽量覆盖指南确定的研究内容，有明确的理论创新或决策咨询价值，预期研究成果应明确具体，不得低于指南提出的考核指标要求。

2.项目申报单位对申报人信息真实性和完整性、申报材料的真实性负责，并根据项目研究内容和自身条件准确合理地审查项目的考核指标、实施进度。

3.项目实行科研经费包干制，重点项目申请人无需编制项目预算。承担单位应建立健全相应的内部财务管理制度。

4.请项目负责人、项目承担单位和项目主管部门合理安排申报时间，避免临近系统关闭时集中上传或审核。

Tobetterservethemajordecision-makinganddeploymentoftheMunicipalPartyCommitteeandMunicipalGovernmentandtheimplementationoftheinnovation-drivendevelopmentstrategy,andinaccordancewiththerelevantrequirementsoftheAdministrativeMeasuresforStrategicResearchProjectsundertheYantaiScienceandTechnologyInnovationDevelopmentPlan(YanKe[2025]No.64),weherebynotifytherelevantmattersconcerningtheapplicationfor2026YantaiScienceandTechnologyInnovationDevelopmentPlanstrategicresearchprojects.

I.ProjectCategories

Projectsaredividedintokeyprojectsandgeneralprojects.

1.KeyProjects.Focusing onthemajordecisionsanddeploymentsoftheMunicipalPartyCommitteeandtheMunicipalGovernment, withemphasison planningandlayingoutthebio-manufacturingindustryandfosteringnewqualityproductiveforces,7keyprojectswillbeorganizedandimplemented.The maximumsupport forasingleprojectis RMB70,000perproject (ifthemunicipal governmentfunding allocated does notreachtheappliedamount,the project applicantshall commit to covering the shortfall throughself-raisedfunds. SeeAnnex1fortheapplicationguideforkeyprojects.

2.GeneralProjects. Generalprojectswillbeorganizedandimplementedaroundseven thematicfields: “StrategicPlanningandScienceandTechnologyGovernance,”“TechnologyForesightandIndustrialInnovation,”“InnovationEntitiesandInnovationCarriers,”“RegionalInnovationandCommercializationofAchievements,”“ScienceandTechnologyCooperationandScienceandTechnologyTalent,”“ScienceandTechnologySupportingRuralRevitalization,”and“SocialDevelopmentandLivelihoodScienceandTechnology”. Nomorethan30 projects willbeapproved,andtheseareself-fundedprojects.

II.ApplicationRequirements

1.The project applicant,inprinciple, shall beauniversity,researchinstitute,enterprise,institution, or socialorganizationwithindependentlegalpersonstatusandstrategicresearchcapacity.Forjointapplicationsbytwoormoreunits,ajointapplicationagreementshallbesigned,specifyingtaskdivision,fundallocation,ownershipofintellectualpropertyrights,achievementmanagement,andcooperationcontents.

2.Theprojectleadershallbeafull-timeemployeeoftheapplicant organization,with researchcapacityandorganizationalmanagementcompetencerequiredtocompletetheproject.

3. Inprinciple,the leader ofa general project isnotsubjectto restrictionsonacademic qualifications,professionaltitles,orseniority. Theleaderofa keyprojectshallgenerallyholda senior professionaltechnicaltitle (associatelevelorabove) oradoctoraldegree;or possessahighacademicstandingwith major achievements recognizedbypeers intheresearchfield; orpossess a richpracticalexperiencewithnolessthan10yearsofworkingexperiencein municipal-levelorabove decision-makingdepartmentsintherelevantapplicationfield.

4.The projectleadermay only applyforoneprojectinthesameyear.The researchteam (includingtheprojectleader) shall notexceed 5members.Each organization may applyfor nomorethan2projectperyear.

5.Theprojectimplementationperiodshall,inprinciple,notexceedoneyear.

6.Applications willnotbeaccepted underanyofthefollowingcircumstances:

Theprojectleaderorapplicanthas a recordofserious scientificresearch dishonesty withinthedisciplinary enforcement period, or isnotsupportedunderthe“greenthreshold”system,or isonthe “blacklist” forcreditin relevantsocial fields;

Anenterprisehas 2 ormoreongoingmunicipal-levelscienceandtechnologyplanprojects;theprojectleaderhas anunaccepted/unfinishedmunicipalscienceandtechnologyplanproject;theprojectundertakingunithas causedtheterminationofa scienceandtechnologyplanprojectdueto non-forcemajeure factors;oraprojectwiththesameorsimilarresearchcontenthasalready received municipal-level orabovegovernmentfinancialsupport through other channels.

III.ApplicationProcedure

1.TheprojectleadershalllogintotheYantaiScienceandTechnologyServiceCloudPlatform(login URL: https://ytstc.cn/) withapersonalapplicationaccount, fill out theprojectapplicationformonlineinaccordancewiththesystem’s instructions andrequirements,andsubmitittotheMunicipalScienceandTechnologyBureauaftersequentialreviewandapprovalbytheprojectundertakingunitandthecompetent authority.Units located inYantaiandmunicipal-levelunitsarethecompetentunitsforthese projects andmayapplydirectly;projectsofdistrict-andcity-levelunitsshallberecommendedforapplicationthroughthedistrictandcityscienceandtechnologycompetentdepartments.

2.Thedeadlineforonlineapplication, submission bytheprojectleader, and reviewbythe projectundertakingunit is 17:00, October21; thedeadlineforreviewby the competent projectauthority is17:00, October23. Thesystemwillautomaticallyclose atthesetimes.

3.Eachrecommendingunitshallsubmittheofficial-sealedpaperversionoftheRecommendationSummaryForm(Appendix2,induplicate)andtheapplicationmaterials(5copieseachoftheapplicationformandappendixsupportingmaterials,perfect-bound,withtheofficialsealoftheapplicantunitaffixed)totheYantaiMunicipalScienceandTechnologyBureau(Address:Room810,8thFloor,ChengfaCityPlaza)beforeOctober26,andsendtheelectronicversionoftheRecommendationSummaryFormto6786622@yt.shandong.cn.Papermaterialsmustbecompletelyconsistentwiththeonlineapplicationmaterials;otherwise,theprojectapprovalqualificationwillbecanceled.

IV.OtherRequirements

1.Theappliedprojectsshallcovertheresearchcontentspecifiedintheguidelinesas much aspossible,havecleartheoreticalinnovationordecision-makingconsultationvalue,andsetexplicitandconcreteexpectedresearchoutcomes,whichshallnotbelowerthantheassessmentindicatorrequirementsproposedintheguidelines.

2.Theapplicantunitshallberesponsiblefortheauthenticityand completeness oftheapplicant’sinformationandtheauthenticityoftheapplicationmaterials,andshallaccuratelyandreasonablyreviewtheproject’sassessmentindicatorsandimplementationprogressinlightoftheprojectresearchcontentanditsownconditions.

3.Projects shall implementthelump-sumfundingsystemforresearchfunds,andapplicantsforkeyprojectsarenotrequiredtoprepareaprojectbudget.Undertakingunitsshallestablishandimprovecorrespondinginternalfinancialmanagementsystems.

4.Projectleaders,projectundertakingunits,andprojectcompetentdepartmentsarerequestedtoreasonablyarrangeapplicationschedulestoavoidconcentrateduploadingorreviewshortlybeforesystemclosure.
